Brief
Before any construction works could begin, the lender outlined some requirements for our Monitoring Surveyor, Steve Willington, to meet, including a review of the project budget, plans, specifications and regulatory/statutory consents.
A loan of circa £3.5m was approved for the borrower, Scideas Limited, for their development of a new science laboratory, workshop and offices located in Portsdown Hill, Portsmouth.
We were instructed to evaluate the project delivery budget, review the suitability and capability of the various delivery parties involved and comment on the suitability or otherwise of the chosen procurement route and related building contract, to ensure they were appropriate for the proposed development.
Additionally, our role included conducting regular site visits to identify potential challenges or issues throughout the course of the construction of the development and approve drawdowns against the development finance facility.

Project Outcome
Steve carried out regular site visits to monitor the cashflow against the development budget, progress of construction, build quality, adherence to plans and specifications, as well as monitoring compliance with the original design intent, building regulations compliance, planning permission compliance, and site health and safety.
Steve noted; “The developer was well organised with suitable professional oversight including an experienced design team and a professional and diligent contractor with a demonstrated history of completing similar projects.
“There were some difficulties encountered with getting new water and electric supplies connected on site due to the location, but they managed to overcome this by working closely with the contractor and the design team”.
Throughout the process, Steve acted as a professional third party, representing the interests of the lender to help ensure that the developer was able to finance and deliver the project successfully, on time, and within budget.
